monitoring and evaluation

Monitoring and review of the project is a joint responsibility of the Village Development Societies (VDSs), NGOs and PSMU. People and their institutions play a major role in this regard.

Monitoring. Monitoring indicators (biophysical and socio-economic) as well as monitoring systems and procedures have been developed by and with the project partners. The project endeavours to establish relevant baseline data (on the basis of thrusts and measures planned), which permit effective and meaningful monitoring. The database contains technical as well as socio-economic data. Special focus is given to including equity and gender aspects into the monitoring system.

The monitoring focuses on:

  • Processes (institutional development, participatory approaches and methods etc.)
  • Progress in implementation
  • Technical, social and economic impact of the interventions.

The results enable the project partners to document the successes and experiences with the concepts and approaches, so that the project serves as a learning ground that helps other organisations in designing and planning development interventions.

The project establishes Plans of Operation (action plans) and Progress Reports for which common standards have been elaborated.

Joint Pogramme ReviewThe instrument of the Joint Progress Review (JPR), which was developed and adopted during the first phase, continues to be used as the primary monitoring instrument to measure the progress and effectiveness. The JPR team consists of NGO staff (2), VDS representatives (2), one financial expert and one development (technical/social) expert. The two outside team members facilitate the team efforts, contribute to the assessment and document the results.

Evaluation. The PSC decides on the need for a project review to appraise the performance of the project. The review (if considered necessary) could be organised as self evaluation, involving all stakeholders with a focus on the processes and approaches adopted and the results achieved in terms of sustainable impact.

Monitoring and Evaluation for ISPWDK Phase 2

The methodological framework for participatory monitoring and evaluation (M&E) of the project is in the process of being developed, which shall help the partners in monitoring the progress of the project in its process quality, quantity and finance aspects. From July 22 -31, 2002, the specialist staff of WOTR interacted with the partner NGOs and community in the field to obtain first hand information on process, systems and procedures that are being followed by them in the project monitoring and evaluation. Through further discussions with project coordinators and the NGO heads, a M&E guideline for ISPWDK Phase 2 was prepared.
