Introduction

With Phase II of ISPWDK nearing an end, a decision was taken by its Programme Steering Committee to undertake an internal review. The review is of an innovative nature in that it is being undertaken by a team of 11 persons, six of whom are community representatives. In accordance with the wishes of the funding agency, SDC, the review is focussing on the following three pronounced areas (aspects):

  • Capacity Building towards empowerment at community level
  • Potential of the approach developed for further replication
  • Whether the project essence of ‘people initiated, people centred, people managed’ has been effective.
