WMC

The Watershed Management Committee (WMC) was established to develop and implement watershed development in the area, and to retain the fertility of the land.

The WMC was formed for the development of land in the villages that fall in Phase 1 of the project. Since the government (DLDB) was responsible for the implementation of Phase 1, it was included as a member of the Association. Khatha holders of the neighbouring lands were grouped and representatives appointed among them. All representatives united to form the Jana SAMUHA.

Apart from five members of the Jana SAMUHA, three women from the savings group, one member from a landless family, one SC and one ST came together to form an 11-member Committee. This Committee conducts a meeting along with three members from DLDB (Agriculture, Forest and Horticulture) and one from SAMUHA.

It is the responsibility of WMC to collect funds and donations for the expenses occurred in the implementation of Phase 1. They also have the responsibility of explaining to the people the work that is being done. Similarly, SAMUHA also interacts with the government and other committees, organises trainings, and conducts site visits.

In Phase 2, the Village Development Committee obtained grants to form a technical group. With the aid of this group, WMC was able to implement watershed development activities.

Membership:
All families residing in the village are eligible for membership. For a family to be considered an independent one, it must have a kitchen of its own. At the general meeting, each family is represented by one male and one female.

For a family to formally get a membership:

  • An application requesting membership, with the recommendation of a street group, has to be accepted by the WMC Executive Committee.
  • Annual membership fee has to be paid.
  • The family members should agree to abide by the rules and regulations of the WMC by providing signatures in the member record book.

Street Group:
This is a primary group of village. The criterion for a family is its kitchen. An adult male and female represent the family. Each street group consists of 5-15 families, which stay in a particular street or area.

General Body Meeting:
The General Body Meeting, which should contain representatives from each family, is the most important meeting for the association. A general meeting has to be held once a year, at the end of the financial year.

A General Body Meeting should:

  • Provide notices to the members 21 days prior to the meeting.
  • Appoint office bearers of the Association.
  • Approve the audited accounts.
  • Approve the annual report.
  • Appoint auditors for the next financial year.
  • Approve the next year's budget and projects.
  • Discuss and decide the Associations conduct code and guidelines.
