- local contribution guiding principles


The guiding principles are:

  • The local people and their institutions are the main actors in any watershed development intervention. The outside actors are basically the facilitators who provide services and support.
  • All project activities are on the basis of cost sharing i.e. local contribution of 25% for the development of private property and 10% for the development of common property resources.

The ‘people’s contribution’ to watershed development interventions is envisaged in the project area in the form of indigenous knowledge, voluntary labour (shramdaan) and participation (members of the governing councils, management committees, resource persons etc). However, certain identified tasks taken up by local people towards the execution of development activities such as contribution of local resource persons during planning, work of the animators, work of the village executives during implementation of the rehabilitation works etc, will also be contributed.

For the watershed rehabilitation activities on private property, the landowners provide ‘local /own contribution’ of 25% of the project costs. The people’s contribution for the treatment of common property resources is 10%. The own contribution can be in the form of labour, material or cash.

Appropriate systems and procedures are required to be developed to ensure that the contributions are mobilized and properly recorded. The funds thus generated will be used for maintenance of the watershed structure at the level of the VDS
