PSC

Programme Steering CommitteeThe Programme Steering Committee (PSC) was constituted with the purpose of approving policies, strategies and plans of ISPWDK Phase 2. The overall monitoring and decision making body, it provides required coordination and integration at programme level and links all the stakeholders of ISPWDK (VDSs, NGOs, PSMU and SDC/IC ).

The PSC is linked to watershed level project implementation and review committees (PIRC) through representation of its members.

Composition of the Programme Steering Committee

Chair Person: Head NRM, SDC/IC Coordination Office, Delhi

Convenor: Programme Coordinator, SDC/IC PSMU

Members:

  • Two representatives from each NGO partner
  • Six representatives from VDS - one male and one female from each of the watershed areas. (The VDS representatives are selected by the PIRCs on a rotation basis ).
  • One representative from PSMU
Permanent invitees:
  • National Programme Officer, SDC/IC Coordination Office, Delhi
  • International Advisor

The selection of members aims at a gender-balanced composition.

The PSC meets twice a year. At the beginning of the every financial year, the plans, budgets and progress reports of the previous period are approved. At least one-month prior notice is given for the meeting. The meetings are bilingual (English and Kannada).

A quorum is given if at least one representative each of SDC/IC and PSMU and if at least two representatives each of the other stakeholder categories (VDSs and NGOs) are present. Decisions related to the development activities in a specific watershed can only be taken if the NGO and VDS of the concerned watershed are represented in the meeting.

Proxies can be nominated. Decisions are taken by consensus only.

The PSC formally endorsed the Project Midcourse correction document. It will appraise and approve the operational guidelines and procedures; appraise and approve the annual action plans and budgets (watershed plans -including NGO support and PSMU action plans); appraise and approve progress and audit reports; monitor and review periodical progress and provide necessary recommendations; provide overall support and guidance to project partners; facilitate in solving conflicts and issues; delegate tasks and responsibilities to PIRC and/or PSMU; and contribute to policy dialogues at state and national level.
