PIRC
At the watershed level, a Project Implementation and Review Committee is constituted for the purpose of monitoring the progress towards achieving the project goals and objectives. Its main role is supporting, facilitating and reviewing the land-based and non land-based development activities as per the approved plans and budget.
Composition of Project Implementation and Review Committee: The composition and mode of operations (quorum, frequency of meeting, conflict resolution) are worked out and proposed by the NGOs in discussion with the communities in the watershed and approved by the PSC. For approval, the following conditions have to be met:
- The composition should be gender balanced (minimum 30% women).
- The committee should have representatives of each of the villages in which project interventions are being taken up.
- Landless are represented.
- Decisions are taken by consensus only.
- A quorum is given with 50% attendance. Decisions related to the development activities of a specific village can only be taken if the concerned VDS is represented.
- PSMU is a permanent invitee.
The Project Implementation and Review Committee will:
- appraise and approve the watershed plans (including NGO support), budgets and fund flow mechanisms
- appraise and approve progress reports and audit reports
- periodically review the implementation of land-based/non land-based livelihood activities
review the own contribution by land owners and use of maintenance fund at the level of VDS - monitor the achievements of the project with a special focus on issues related to equity
- provide consolidated reports to PSMU for scrutinising, further consolidation and submitting to the Programme Steering Committee (PSC)
- provide support in resolving issues and problems of VDS, WMC, PTRG, SHG/thrift groups
- take certain decisions on behalf of PSC as authorised/delegated by PSC and
- refer any matter that cannot be solved at the level of the PIRC to PSC.
The PIRC meets at least once in two months and additionally whenever the need arises. A schedule of meeting dates is jointly decided on a half yearly basis.
